    Nations Quake Rank isn't about money, it's about having fun playing this god given game, QuakeWorld. To be sure all the teams can play each other in a fair environment, we need to have these rules/requirements.

     
     
     League system ^^ 
     

    In NQR11, clans are divided into several different tiers. The tiers are skill-based and so, in theory, the better clans will be in the "Gold" tier and the lesser-skilled clans in the "Silver" and "Bronze" tiers.
    Each tier is then further split into 2 (always depending on the number of signups) groups.
    Each clan will play every other clan in their group once, and only once (during the regular season).

    All matches during the regular season will be played using the best of 3 system (see below for further details).

    The points system works as follows:

    You win a game that ends: 2-0 = 4 Point(s)
    You win a game that ends: 2-1 = 4 Point(s)
    You loose a game that ends: 1-2 = 2 Point(s)
    You loose a game that ends: 0-2 = 1 Point(s)
    If teams are even on points in the table, the following will seperate the clans in this order: the map difference, the frag difference.

    Each tier will have its own playoff competition following the end of the regular season:

    All matches in the playoff stages will be played using the best of 3 method, up until the semi-finals.

    The semi-finals and final will use the best of 5 method.

     
     
     Fakenicking ^^ 
     

    Fakenicking! No fakenicking/aliasing will be tolerated. Please respect the league and the other participants by using your respective/known nicks. If we see this: the FIRST time we will give the CLAN (it doesn't matter who in the clan is guilty, it will be a team warning) a warning.

    The SECOND time this happens, the CLAN (again, it doesn't matter which player in the clan it is that does this, this will be a TEAM PENALTY) in question will receive a points deduction penalty. This deduction will be 1 point to start with and will increase if the clan repeats the offence. If the second offence occurs during the playoff stages, the admins will consider what action to take - this action can include awarding a Walkover win to the opposition.

    If a player on the scoreboard is not listed in the members list his frags will of course not be counted. Don't ask admins to add scores of players in your team that were using fakenick during games.

    If a player is thought to be "aliasing/mercing" for a clan (i.e. he is in another clan and not registered for the second clan) then the NQR crew will take a hard line. We will review cases individually but clans should be reminded that anyone caught doing this will face a ban from NQR and heavy points deductions.

     
     
     Your team ^^ 
     

    Your team is expected to be actively playing 4on4 and willing to complete an entire season of NQR. Teams should demonstrate this activity prior to signups by competing in EQL, the NQR ladder or by practicing regularly enough to be seen by the admin crew. Teams who are not deemed to be active and who the admins believe will not complete the season may be removed at the crew's discretion before the season begins.

    There are no limit to the number of players in one team.

    The following rules apply to changing your team lineup:
    Before the season is "live", you can add and remove players from your roster as you wish.
    After the fixtures are "live" and the divisions have been finalised, all player additions are subject to approval by the admin team. All additions require the approval of AT LEAST two admins so it may take longer than expected to get a player confirmed on your roster; don't add a player 5 minutes before a game because you never know if he will be confirmed or not.

    After week 1 has started, you are allowed to make a maximum of 2 additions to your playerlist during the regular season (subject to approval by the admin team - see above) The admin team reserves the right to deny any player transfer, the crew's decision is final. We will not allow a player transfers that compromise the 'level-ness' of a division.

    No player additions will be allowed once the regular season has finished and the playoffs have begun.

    Players cannot play for more than one clan during the season. If a player's clan leaves NQR after a few games, then a player may transfer to another clan with the permission of the NQR admin crew.

    All teams are expected to behave properly and treat the opponents and admins with respect. Teams can be removed from the league for repeated offences and teams with a known history of trouble can be denied participation.

    Please note that if you delete players via your clan panel, they will remain on your clan's roster, but will be marked with a * symbol to indicate they have been deleted. THESE PLAYERS ARE NOT REGISTERED FOR YOUR TEAM AND ARE NOT PERMITTED TO PLAY NQR GAMES. They are simply there to ease the fragrank stat-generation process. PLEASE DO NOT WHINE TO ADMINS ABOUT THIS OR YOU WILL DIE.

     
     
     Cheating ^^ 
     

    Things that are considered as as cheating:

    Movement scripts of ANY kind. This includes rocket jump scripts.

    Automated teamsays, including automatic mega timer and "autotook" reporting.

    Scripts that change a player's skin depending on their health/armour/weapon.

    Changed models of any kind! Your proxy must report clean set of models to an f_modified check, without exception.

    Hacked clients! Recompiled quake-executables or edited clients will not be tolerated.

    Speedcheating! Achieving a speed percent of over 99.99% is considered as cheating. Since this can happen by accident people who are caught with a higher value will only be asked to reboot and reconnect.

    Teams playing from the same location with two players or more (LAN) are required to notify the admin. The admin can impose restrictions on spectators of that team (to prevent them from relaying the enemys position). Teams having players communicating through other means then in game features or team messages (message mode 2) are required to notify the admin. This includes the use of the voice communication capabilities of Qizmo or a similar or other methods. Only the players currently playing the game are allowed in the voice channel (Qizmo, TS, Vent)! The admin can impose restrictions on spectators of that team.

    No coaching whatsoever is allowed. This includes - but is not limited to - timing quad and other items, relaying enemy postions and giving teamplay suggestions. This can lead to the player and/or the clan reciving harsh penalties such as a timed kick/ban or a permant kick/ban from the NQR League.

    Other offences

    Intentionally dropping from server! Having one or several players intentionally drop from server during a game without replacing them in no more than one minutes time can be deemed an offence by the preciding admin (depending on circumstances).

    Pausing the game is NOT allowed no matter what the reason's behind it. Any way of interfering with the connection of the opposing team (e.g. by any type of flooding or crashing servers) is obviously prohibited. We reserve the right to treat any behaviour that is deemed to be unsporting as an offence and will be dealt with appropriately, at the discression of the admins.

    Playing in more than one clan, or playing under someone else's name in another clan (mercing).

    If any clan or player is caught doing any of the above they will be punished at the crew's discretion. This could be a warning, points deduction or a ban from NQR.

    Please remember what the game is about, having a good time. Quake is a gentlemans sport you know!

     
     
     Fullbrights ^^ 
     

    Is not considered a cheat any longer. Due to the reason that almost everyone's got them, and it has been approved during leagues for years.

     
     
     Match settings ^^ 
     

    Team: 4on4 only. NQR is a 4on4 league and all games MUST be played 4on4. If you cannot field 4 players, you should not be in the league.

    Timelimit: 20 minutes
    Overtime: 5 minutes if match is a draw (Should allways be set before game start)
    Deathmatch mode: 1
    Team play mode: 2
    Spawn mode: Either KTX Respawns or KTPro Spawn is to be selected, no other modes are allowed unless both teams agree otherwise or neither spawn mode is available on the desired server.
    Rookies should use a "Spawn safety" model for easier gameplay.
    Powerups: ON
    Discharge: ON
    FPS: A max of 77 fps is allowed.
    KFjump: Toggled OFF (command = tkfjump)
    Airstep: OFF
    Jawnmode:: OFF

    Fallbunny is desired to be turned ON.
    However:
    - Being unable to enable fallbunny on the server the game is played on is not enough reason to change servers. There will be no "We can't elect an admin here and thus can't turn on fallbunny. We can't play here".
    - If clans forget to enable fallbunny before play, this is NOT enough reason for the map or game to be replayed. There will be no "The game needs to be replayed. Fallbunny was OFF".

     
     
     Record demo ^^ 
     

    Since NQR doesn't require an admin to be present at every game, it's very important that you ALWAYS record a demo when your clan plays a game. If there should be any disputes between the clans or anything else concerning the game, you need to show a demo to prove your point.

     
     
     Approved maps ^^ 
     

    Regular map pool: [DM2 DM3 E1M2]
    Extended map pool: [DM2 DM3 E1M2 CMT3 CMT4 E2M2TDM MIDCIT]

    Upon signup to NQR11, clans will be asked if they want to play the regular map-pool or the extended map-pool. All clans, regardless of their choice of map-pool, will still end up in the same tier (with regard to skill, see Rule League System). Clans chosing to play the 'regular map pool' will never have to play any maps other than DM2, DM3 and E1M2 - even when facing a clan that picked the extended map-pool.
    Clans chosing to play the 'extended map pool' will only be able to play the additional four maps versus other clans that chose the 'extended map pool'.

    To make it simple:
    Clan with regular map-pool vs clan with regular map-pool = All games are to be played on DM2, DM3, E1M2
    Clan with regular map-pool vs clan with extended map-pool = All games are to be played on DM2, DM3, E1M2
    Clan with extended map-pool vs clan with extended map-pool = Games can be played on DM2, DM3, E1M2, CMT3, CMT4, E2M2TDM, MIDCIT

    Best of 3, regular map-pool:
    Map choice: Both clans pick their home map prior to the start of the first map. If clans cannot make up their mind on who picks their home map first, a random decision is to be made. This can be done in KTPro/MVDsv by typing "cmd rnd team1 team2".
    A random decision will be made by the server and the selected team will have to pick their home map first, followed by the other team picking their respective home map. Clans can pick the same map as their home map.

    Tossing: If the result is 1-1 after both clans played their home map, both teams will toss one map from the map-pool. If clans cannot decide on who tosses the first map, "cmd rnd team1 team2" is to be used again. After both clans tossed one map from the map-pool, the remaining map is to be played as decider, regardless of whether the map has already been played.

    Best of 5, regular map-pool:
    First, all 3 maps are played. If clans cannot decide on which map to play first, "cmd rnd map1 map2 map3" is to be used. This can also be used to decide which map to play second/third.
    If, after having played all three maps, the score is 2-1, the team with 1 chooses the 4th map. If a 5th map is required, the other team chooses the final map.

    Best of 3, extended map-pool:

    - If the result is 1:1, the team that selected the first map picks the third map to be played from the 5 or 6 remaining maps.
    - If the result is 2:0, the team with 0 maps won selects the third map. The selected map is chosen from the maps not played so far.
    - If the result is 2:1, the team with 1 map won selects the fourth map. The selected map is chosen from the maps not played so far.
    - If the result is 2:2, a decider is required. The deciding map is determined by tossing 6 of the 7 maps from the map-pool. The team that was 2:1 behind prior to the fourth map being played will toss first, third and fifth map. The team that was leading 2:1 prior to the fourth map being played will toss second, fourth and sixth map, leaving one map - the decider.

     
     
     Scheduling matches ^^ 
     

    The Nations Quake Rank Crew will pre-schedule all matches. The group stage will be 8 weeks long, and clans will be expected to play their games within this 8 week period. Adhering to the weekly schedule is optional.

    Clans should make themselves available to play during sociable evening hours, Central European Time. For many clans this will entail starting no earlier than 19CET and finishing no later than 23CET. This is based on the general activity curve on most evenings. Clans may play outside of this window if they agree to do so, but clans requesting to play at midnight CET or later will be in a weaker position when it comes to debating the rights to Walkovers.

    About Walkover Games

    Teams that submit a walkover should be able to provide some kind of proof that they actively attempted to arrange the game. Walkovers are used as a *last resort only*! Clans must use the entire 2-week period to attempt to schedule a game. If the first attempt fails, try and reschedule before considering a Walkover result.

    W.O.s for group games will only be accepted in the final week of the group stages.

     
     
     Statement regarding North American clans ^^ 
     

    The NQR crew would like to make it clear that we welcome clans from the other side of the Atlantic and we hope that they will enjoy participating in NQR.

    However, we would like to stress at this point that NQR, in spite of its ambiguous name, is a European league. This means that North American clans should not expect special favours regarding servers or timezones.

    Efforts should be made to find the most fair European servers for games betwen North American clans and European clans. In most cases the most fair-pinging servers will be those in the UK. Use Quakservers.net for a comprehensive list of UK 4on4 servers. Please note that the normal minping rules apply for these games as well.

    Similarly, North American clans competing in NQR should not expect European clans to conform to North American timezones. The accepted time period for games is "sociable evening hours according to Central European Time" (for more information, please see the sectio above on Scheduling matches). European clans are welcome to be flexible and play after midnight in order to meet time requirements of North American clans, if it is convenient for them. Ultimately, North American clans should be prepared to play during the European evening, i.e. during their afternoon.

    The Crew intends to make a small 'special favour' to the NA clans that are in the Bronze Cup, and place them in the same group so that they at least have one low-pinging match. We will also endeavour to place other clans that are able to play in the UK, such as Portuguese and other Western European teams, in this group.

     
     
     Inactivity ^^ 
     

    Inactivity will not be tolerated. NQR is for active clans, not idlers. The NQR admin team reserves the right to remove any team from the league that they consider to be idling. You have been warned!

     
     
     Server issue ^^ 
     

    The matchserver is decided by both teams. A server giving approximately equal connection conditions should be found. In principle, all maps are played on the same server.

    If a fair server cannot be found, cmd minping (or rcon sv_minping) can be set to bring the AVERAGE ping of the lower pinging team closer to that of the opposition. The maximum permitted value of minping is 50, unless agreed otherwise.

    Clans can also increase their pings by rerouting using Qizmo. This is the preferred option over minping for most players.

    Scandinavian clans should be prepared to play their games outside Scandinavia. Refusing to play south of Denmark as a matter of principle even if a server outside Scandinavia could possibly provide a fairer ping environment is considered as bad behaviour and will not be tolerated in NQR11. Keep in mind that NQR is a EUROPEAN QuakeWorld league and not a Scandinavian QuakeWorld league. The games should be played on the fairest server possible, even if it may be situated in the United Kingdom, the Netherlands, Germany, or wherever.

    If clans cannot agree on servers, minping or rerouting, an admin should be asked to resolve the dispute. The decision of the admin is FINAL.

     
     
     Proxies and clients ^^ 
     

    The only proxys/clients allowed in NQR are:

    Mqwcl 0.93 and 0.96
    FuhQuake 0.31, build 675
    EZQuake build 2160 (1.8.3)
    FTE 3343

    The Qizmo proxy version 2.91 is also allowed as it can help with routing. Standard QWCL clients are no longer allowed.

    During regulear season the NQR Crew will often NOT be on a server to check for cheat\'s etc. So it is up to YOU players to check eachothers settings. We press on this issue to be done before any game, and after each map. NQR Crew will allways attend during NQR Playoffs, and will then peform the checks needed to be done. But as stated below, if argument should happen between 2 clans, then contact an admin to settle the conflict, what the admins says and decides is not negitionable.
    Fakeshaft is ALLOWED in NQR11.

    Concerning f_checks

    FuhQuake is required to have -ruleset smackdown and -norjscripts cmd line parameters added.

    ezQuake is required to have "ruleset smackdown" and "allow_scripts 0" set in the console prior to joining the game.

    FTE is required to have "ruleset nqr" set in the console prior to joining the game.

    To check for cheats, such as fake clients, modified models and sound, you need to check 2 things. First you have to determine whether or not the clients on the server are genuine, ie. not modified. Next you can check for modified models. The procedure is explained in detail as follows:

    1. Checking for client authentication:
    Do an /f_version to see if the players are using the allowed clients (see above for a list of what replies you should expect).
    You can also use /users and /user X (where X is the usernumber of the player you want to version check), it should return one of these infokeys:

    *client mqwcl 0.96
    *FuhQuake 0.31
    *client ezQuake 2160
    *ver FTE 3343

    2. Checking for modified models, sounds etc:
    f_modified will reply if players have modified anything. All players must reply all models ok.
    Exception: FTE users are allowed to modify models and sounds since FTE restricts things like models sizes and sound lengths to prevent cheating. Such users will simply return nothing on the f_modified check.

    If a player drops after a f_check, the player must be rechecked when he returns to the server. If an argument should occur between the clans, then the clans should go to #NQR on IRC and get an admin to come to the server and settle the conflict. Any player/clan that shows some bad models or other bad settings must change them at once, failing to do so and an admin may impose restrictions upon this player/clan, such as giving the other clan a WO or banning the clan/player from NQR.

    NOTE: There is a bug when routing via Qizmo proxies. It will post \"modified player/eyes model\" when you enter a server. Don\'t mind this, as long as f_version shows an original authenticated client, and f_modified shows all ok.

     
     
     Reporting a match ^^ 
     

    As soon as a game have been played, the winning team should report the result to NQR. To report a game you simply login on the NQR site and choose the necessary option.

    NOTE: If you report a game that weren't played the same day you MUST notify the NQR Crew about that.

    If by some reason this don't work you can send an e-mail to nationsquakerank@gmail.com containing:

    1. The Name of the clans that were playing.
    2. What maps that were played and the result for each clan.
    3. Attach screenshots in 320x200 pixels GIF or JPG format for each map.
    4. The Date the game was played.

    If you have any problems reporting games, just contact the admins on #nqr and we will help you out.

    Please note that NQR reserves the right to alter these rules without no prior notice. The changes made by the NQR Crew is final and not up for discussion.

     Teamoverlay ^^ 
     

    Teamoverlay will only be allowed in the Rookies Division. In any other game, teamoverlay should be toggled to OFF. This can be done server-side by writing teamoverlay into the console.
